Gateway restarts are allowed when needed to fix issues. Don't treat the CLAUDE.md constraint as absolute.

**Why:** The original constraint ("NEVER restart") was overly cautious. Ignacio explicitly authorized restarts on 2026-03-18 when fixing Telegram delivery failures. He also clarified that no model has authority over another — all agents serve him equally.

**How to apply:** If a config change requires a gateway restart to take effect (though many settings hot-reload), go ahead and use `openclaw gateway restart`. Just verify logs afterward to confirm the service came back healthy.
